To use cACL to control installation access level you must be logged
in as Super Administrator:
Log into the Backend side of your Joomla
Navigate to the cACL. Once you have logged in, hover
over the Install link on the top taskbar, scroll down to cACL:
When you have selected the cACL, you will be sent to
the Access Menu Item that lists all Administrators.
Select an Administrator depending on whether you want
to set limitation (here is giangnt
)
When you have selected the Administrator (giangnt), you will be sent to the cACL manager page:
Select tab Install to set installation access level.

There are 3 options to control Installation access level (Allow; Hide, Restrict). For
setting up, you select one option colerrative one element of Install. Default is allowed for all.
For this
example, you allowed giangnt to install Modules and Mambots but not allowd to install any Components.
After that, you
could choose Save task or Cancel task to save or cancel and back the previous
page and set up other administrator or if you choose Apply task to Save and
continue setting other limitative functions.

The Result
Here is the result when giangnt have logged into the system:
There are some differences between before limiting and after limiting:
Before limiting: giangnt
could install all components, modules and mambots.
After limiting: giangnt
couldn't install any Components
